Assumption Energy is building a statewide EV charging network designed to close infrastructure gaps and accelerate the transition to clean transportation. Our chargers are being deployed at strategic commercial sites across Illinois, including retail anchors like Menards, ensuring accessibility for both everyday drivers and commercial fleets. Each site features ultra-fast Level 3 chargers that reduce charging times and make EV use more practical, even for long-distance travel.
With the Climate and Equitable Jobs Act (CEJA) setting a goal of one million EVs on Illinois roads by 2030, the need for reliable public charging is urgent. While urban centers have begun adopting EV infrastructure, many suburban and rural areas remain underserved. Our project begins with 11 priority sites—spanning cities like Freeport, Tinley Park, Galesburg, and Winfield—that fill critical coverage gaps. We’re focused on building infrastructure where it’s needed most, not just where it’s already profitable.
Each site is supported by robust public-private partnerships and backed by more than $7.7 million in secured incentives, including funding from the Illinois EPA and ComEd’s Make-Ready program. Our stations use modular hardware from PowerPort, allowing for easy upgrades as vehicle technology evolves. Through strong collaboration with utilities, municipalities, and retail partners, we’re building a scalable, future-proof network that’s ready for the next generation of transportation.
Assumption Energy’s first phase includes the deployment of 44 chargers across 11 sites, many of which are located at Menards retail centers. These sites were selected based on traffic density, retail proximity, and current gaps in regional charging infrastructure. Examples include:
Each location was analyzed for regional demand, distance from existing public chargers, and accessibility for commercial vehicles. Many of our sites serve areas with little to no high-speed public charging options within a 25–30 mile radius.
Assumption Energy operates under a multi-revenue model designed to ensure financial sustainability and scalability. Revenue is primarily generated through user fees — including pay-per-use pricing and subscription plans — but is also supplemented through digital ad space at stations and optional retail vending (robotic coffee kiosks and other on-site services).
The average development cost per location is approximately $700,000, which includes equipment, installation, site prep, marketing, and early-stage operational costs. Thanks to our successful grant strategy, over 90% of initial capital costs are offset by public incentives.

Our charging stations are built with scalability in mind. The modular hardware setup allows us to expand charging capacity at each location as demand grows. Sites are engineered to support the addition of new units and future upgrades to serve commercial vans, delivery vehicles, and fleet operators. This flexibility ensures long-term adaptability without significant redevelopment costs.
Each site includes an integrated energy management system that monitors real-time usage, balances load distribution, and optimizes power draw. This helps reduce grid strain and keeps operational costs efficient. Data insights from our system also allow us to monitor performance, identify maintenance needs, and forecast peak usage trends—improving both uptime and user experience.
The chart above illustrates the projected environmental benefits of Assumption Energy’s first phase of EV charging infrastructure across Illinois. Over a 10-year period, the network is expected to help eliminate more than 60,000 metric tons of CO₂ emissions — the equivalent of planting 80,000 trees.
By supporting the transition from gas-powered vehicles to electric, the project will displace approximately 700,000 gallons of gasoline annually, reducing harmful air pollutants such as nitrogen oxides (NOx) and sulfur oxides (SOx) by an estimated 2,800 pounds per year.
In addition to improving air quality, the shift toward electrified transportation will reduce fossil fuel dependence by an estimated 35% in regions surrounding our high-traffic charging sites. This investment not only supports state-level sustainability goals but contributes to cleaner, healthier communities across Illinois.
